The Carl Moyer Program funds cleaner engines and equipment in California. Implemented in collaboration with CARB and 35 local air districts, the program sets guidelines to reduce pollution and promote cleaner air.

 

The Carl Moyer Program has allocated approximately $1 billion to date and the Program continues to provide over $60 million in grant funding each year to clean up older polluting engines throughout California.

Carl Moyer 2025 Program Details

  • Application must be completed prior to a sales order or agreement with Monarch Tractor.

  • Funding is provided between 60-90 days after legacy equipment is scrapped.

  • Rebates are fulfilled directly from the air district to the purchaser.

  • Traded in equipment must be owned for at least 2 years by the applicant and comparable to a similar sized piece of diesel equipment.

  • Incentive is for each tractor ordered. No limit on quantities.

Great Basin Unified Air Pollution Control District Details:

  • Will accept a 2-for-1 swap (two smaller diesel tractors for 1 ZEV funded tractor.

  • Applicant/Purchaser must submit a Claim for Payment Packet to receive Rebate,

  • Monarch MK-V Ballast automatically included in project costs.

  • Monarch Dairy Feed Blade or Utility Front Loader can be included if present on equipment being scrapped.

  • Customers can keep Tires, Wheels, Weights from equipment being scrapped.

  • Infrastructure projects like funding Solar may be covered on a case by case basis.
