Bay Area Air Quality Management District (BAAQMD):
The Carl Moyer Program (CMP) is a voluntary program designed to fund the replacement of older, diesel engines with cleaner engines in California. Implemented in collaboration with CARB and 35 local air districts, the CMP is a scrap and replacement program that scraps existing equipment, which are then replaced with cleaner engines to reduce pollution and improve air quality. Grantees can receive a reimbursement up to 85% of the eligible costs of the new equipment if they meet the eligibility criteria established by the respective Air District.

The Carl Moyer Program (CMP) has allocated approximately $1 billion to date and the Bay Area Air District has provided up to $8-$10 million in grant funding for agricultural equipment replacement applications each year to replace, older polluting engines with new, less polluting engines.

Please note, the CMP only pays for the eligible costs of the tractor, and any charging infrastructure. It does not pay for ongoing maintenance of the new tractor.

Carl Moyer 2025 Program Details

Application must be approved and grantee must receive written approval from the Air District prior to a sales order or agreement with Monarch Tractor.

Funding is provided between 60-90 days after baseline equipment is scrapped.

Rebates are fulfilled directly from the air district to the purchaser.

Program funds are limited, first come first served, and will expire according to program timelines.

Baseline equipment must be operational with a functioning hour meter, owned for at least 2 years by the applicant, and be a like for like replacement (i.e. tractor/crawler for a tractor/crawler), but some exceptions apply.

Applicants can apply to replace as many tractors that are eligible. In addition, 2 for 1 replacements are an option. For example, replace two 4WD tractors with one zero-emission 4WD tractor.

Infrastructure projects like Solar can be applied for in tandem with a tractor swap. Must be appropriately sized to power/charge equipment being replaced.

Not restricted to Agricultural Customers. Other industries that use tractors also eligible to apply like municipalities, golf courses, airports, etc.
Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, the southern portion of Sonoma, and the southwestern part of Solano counties.
